On your other question, there is a lot in that to unpack, but a short answer from my career educating hundreds of US military officers as well as being a staff officer in a COCOM is they would absolutely refuse an illegal order.

Additionally, the purges in all of our national security institutions - including generals but also all top lawyers and Inspectors General - are designed to ensure the national security system (military + FBI etc) follow what were previously illegal orders.
I saw a story earlier today that I have not had time to track down and verify, that said Trump has ordered a review of the Insurrection Act to be complete by the DOD and presented to him on 20 April.

So guess what the new chairman of the Joint Chiefs, a 3 star pulled up over all the far better qualified 4 star generals in the military, has to agree to do if he got the job?
